Lets say I have a group of islands that are an area of the model that is not often seen, or is less important. I'd like to be able to group those islands together and tag the group to (for example) use a UV area that is 50% of what everything else is using. ie. when I pack right now, everything is given the same uniform UV space in the map for consistent size, but I'd like to be able to tell the packer "hey - this group is less important - consume 50% of the space you would normally use". Is that possible?

No this is not possible like you said, and that would be a nice feature.
What you can do for now is to scale your islands then use "Pack Translate" instead of "Pack", this will not auto rescale the islands. However that it is less convenient for sure.
