I'm getting inconsistent behavior when attempting to pack multiple objects and hopefully it's just me missing something.
Basically I'm trying to pack certain objects in an L shape around the bottom left corner of the UV space which is reserved for common textures between assets. I've tried a few ways (Using UDIM was really inefficient with long pieces) and have landed on using a square to fill in that space and packing into the rest of the area. This has been working fine except for one thing. The square always slightly scales down no matter what I do.
Here are thing's I've tried. Grouping the island setting the initial scale open to keep Pining the island Not selecting the square when packing
Even using the option that sounds like it should solve this problem doesn't work. It still scales even when using the Pack Translate option scales the square.
Anyone have any ideas.

I found the issue. Apparently auto fit under layout disables locking. Turning that off solves things.

I have a new problem now. The square isn't being scale but now any sort of pack puts things outside the normal UV space. UDIM is turned off and UV tile is set to 1:1

Here are some screens hots showing what's happening. Square is the correct size and the pack looks good However it goes outside the grid. Using the UDIM trick works okay for this asset but anything with longs pieces gets packed really inefficiently.

Okay. For those of you that are curious after a lot of tinkering I got this to work in RizomUV
With autofit off lock the square and us pack or pack translate depending on what you want. Scale down all the islands so they are within the UV tile. This will over lap with the square but that's okay. Get packing and rescaling until everything looks good and inside the UV tile. At this point it might be a bit smaller but the fit tool should scale it up without touching the locked square this time.
