Sometimes you want best pack possible,other times you may want islands closer to other islands in world space. For example if I have 100 tiles and over 1000 islands. If I look at my model in the engine and it is big model split into several pieces for view culling. I might only look at 5-10 percent of triangles, perhaps the uv islands could be represented in a few tiles or less,however current packing can spread the shells across many tiles.
Pack by world space allow to keep textures required to render minimal at cost of less efficient packing. I guess afterwards if lots of unused texture space, perhaps user need to use different texture sizes(I notice some other udim settings that I think are for that) or can select smaller islands/groups to move or spread into the empty tiles(post pack feature I request earlier to use minimal tiles instead of distribute shells across all tiles).
I am aware of group and tile lock features, so this can probably be done manually, we just don't have selection filters to make manual pack on large udim and island count fast.
